VZW here reminds me of late 2000's Metro PCS 1900MHz CDMA days- 1 bar everywhere outside and no signal in most homes, businesses and anywhere off the beaten path.
Why does the policy say "VZW" while apparently the T-Mobile SIM doesn't work? Verizon Wireless devices aren't supposed to be locked. Apple activated the wrong policy on the device since the receipt clearly indicates "VZW" which is Verizon Wireless.
If his phone has a lot of days and units left with TF, you can buy a new TF BYOP SIM Kit which has SIMs for TF/VZW and TF/T-mo, then transfer his service to a TF BYOP T-mo SIM. TF/T-mo doesn't seem to have problems with the flip-flop Verizon APNs.

For what it is, the VZW home box phone does its job. Have some old POTS phones wired up around the home just in case emergency/911/E911 location for the most part, as cell signal barely works in my 'hood and I can locate the unit with external antenna in a location that will pick up B13 LTE voice without femto or booster.
