So hopefully, the application you want to use provided the DirectX 9.0c End-User Runtime or you might have some compatibility issues. But if it did get installed, how do I check if the old versions have been installed?

@DanielB as I mentioned in my question earlier, I'm running Windows 8.1 that ALREADY comes with DirectX 11 and DirectX End-User Runtime 9.0c isn't even compatible with Windows 8.1.

The short answer is you can't install "DirectX" on Windows 7. It comes with DirectX 9.0c, DirectX 10, and DirectX 11 already. The DirectX End-User Runtime therefore never installs "DirectX" on any version of Windows newer than Windows XP Service Pack 2. Try reinstalling the program to fix this problem. I've tried reinstalling both League of Legends and DirectX9 (from the DirectX End-User Runtime Web Installer), but both of them say DirectX9 is already installed and won't change a thing. I don't find any option to uninstall DirectX from the Control Panel.
