To use the "Attach" function, you would have to designate this new Library as the System Library in Settings>General. Don't turn on iCloud for this Library. The app says "Unable to Attach one or more attachments failed to load" with the options to compose anyway or cancel. I tap compose anyway and the it will forward the mail without the attachments.
