The injection pump had to be fitted to get the gear lash correct. As it turned out, the 6.7 head doesn’t have enough room for the P-pump. The early 24v and the 12v have room cast in the intake plenum to allow for the fit of the p-pump. On later motors, the intake plenum has been opened up quite a bit. A few options can be used here.

The tipm does control the fuel pump on the 06 and newer trucks, I have checked the voltage to the pump and its a constant 12 volts but that was underneath of it with just the key on while the connector was unplugged from the fuel pump..

A common issue is a wire getting tugged loose or chafed during the starter removal. 2. ECM to Lift Pump Wiring: The lift pump is controlled directly by the ECM (no relay in some cases, despite the one you checked). The ECM sends power to the lift pump via a transistor, and a damagedwire here could cause your issue.
I did a P-pump swap on my truck I believe in 2013 or 2014. Everything has been terrific aside from the conversion lines but I believe that lines have gotten much better since then.
The vacuum pump can leak however, as it is lubricated by pressurized oil from the engine's oiling system. A vacuum pump seal kit can be had at your local cummins dealership for less than $10 (I think I paid $8).
