I am unable to open any settings and apps without running as administrator. Cannot even open account settings and command prompt to fix the issue.

- In Command Prompt, type the following command lines and press Enter after each: net start bits net start wuauserv net start appidsvc net start cryptsvc After you executing the command lines above, you start the Windows Update related system services. In the Command Prompt window, copy and paste the command below: fsutil resource setautoreset true c:\ Wait for the command to complete, then restart the device. 8/2/19 update; now laptop doesn't work properly; extremely slow if it loads page(s) at all and locks up randomly. Help please. (I am NOT technically literate) :)
